David Tobis
David is a globally recognised expert in child welfare reform and parental advocacy, with over four decades of experience driving systemic change. His pioneering work in New York City led to a major shift in child protection policy, significantly reducing foster care placements by increasing family involvement in decision-making.
As the author of From Pariahs to Partners, David documented the 25-year struggle to reform NYC’s child welfare services and empower families. Internationally, he has worked with UNICEF, the World Bank, and governments worldwide to implement family-centred, community-based approaches to child protection.
David has also led transformative initiatives as Executive Director of the Child Welfare Fund and the Fund for Social Change. His work continues to champion equity, collaboration, and meaningful reform across child welfare systems globally.
